Community-Based Child Abuse Prevention Program

The Iowa Department of Human Services contracts with Prevent Child Abuse Iowa to administer the Community-Based Child Abuse Prevention (CBCAP) program in Iowa. CBCAP was established in 1985 as part of the federal Child Abuse Prevention and Treatment Act. It is designed to support networks of coordinated resources and activities to better strengthen and support families to reduce the likelihood of child abuse and neglect.
The CBCAP program is intended to:
- improve family functioning, problem solving and communication
- increase social support for families
- connect families to concrete supports
- increase knowledge about child development and parenting
- improve nurturing and attachment between parent and child
To accomplish this, CBCAP activities should:
- offer assistance to families
- provide early, comprehensive support for parents
- promote the development of parenting skills, especially in young parents and parents with very young children
- increase family stability
- improve family access to other formal and informal resources and opportunities for assistance available within communities
- support the additional needs of families with children with disabilities through respite care and other services
- demonstrate a commitment to meaningful parent leadership, including among parents of children with disabilities, parents with disabilities, racial and ethnic minorities, and members of underrepresented and underserved groups
- provide referrals to early health and development services
Community Partnerships for Protecting Children sites develop, implement and evaluate these activities locally in communities across Iowa.

Prevent Child Abuse Iowa also subcontracts with Iowa Respite and Crisis Care Coalition to offer respite care to families with children with disabilities and crisis care to families in need of emergency child care.
